Addendum: PA does require a driver's license or state ID number, or last 4 digits of your social security number. So while I could see filling out a ton of empty ballots in a precinct with fake signatures, also finding ID numbers for nonvoters in that precinct would be difficult.
Don't be quick to trust Big Pharma here. Releasing preliminary and incomplete clinical trial data by press release is terrible science.

Matching signatures seems like an acceptable way to confirm ID when voting, but apparently PA says you don't even need that. Ripe for abuse. yes except vote totals would be higher than people marked off and you're doing it by precinct (reflected in the unique mix of candidates on the ballot) which are pretty small. and the (hopefully multiple) people doing the envelope processing should care about such stuff, especially with many more candidates than just president on these ballots.
